Guarantee of water and energy supply to vulnerable consumers
The coverage of vulnerable groups is expanded in the field of essential public services, particularly in the field of water, natural gas and electricity.
As water, electricity and gas supplies are considered essential, these are guaranteed, especially in the current circumstances. Therefore, it is impossible to cut off these supplies due to breach of contract for consumers who have vulnerable status.
Definition of vulnerable consumer
It will be understood that a person is in the condition of vulnerable consumer to the holder of an electricity supply in his or her habitual residence who, as a natural person, is covered by the voluntary price for small consumers (PVPC).
For an electric energy consumer to be considered a vulnerable consumer, they must meet one of the following requirements:
a) That their income or, if they are part of a family unit, the joint annual income of the family unit to which they belong is equal to or less than:
- At 1.5 times the Public Multiple Effect Income Indicator (IPREM) of 14 payments, in the event that you are not part of a family unit or there are no minors in the family unit;
- At 2 times the IPREM rate of 14 payments, in the event that there is a minor in the family unit;
- At 2.5 times the IPREM rate of 14 payments, in the event that there are two minors in the family unit.
b) Be in possession of the title of large family.
c) That the consumer himself and, in the case of being part of a family unit, all its members who have income, are pensioners of the Social Security System due to retirement or permanent disability, receiving the minimum amount in force at all times. for these types of pension, and do not receive other income whose aggregate annual amount exceeds 500 euros.
Definition of consumer at risk of exclusion
A consumer at risk of social exclusion is understood to be a consumer who meets the requirements to be severely vulnerable, as established in the definition of vulnerable consumer and, in addition, who is served by the social services of an autonomous or local Administration that finances at least 50 percent of the amount of your invoice, in the terms provided in the applicable regulations, which will be accredited by a document issued by the social services of the aforementioned Public Administrations.
What are the various types of family unity?
1. That made up of spouses not legally separated and, if any:
- Minor children, with the exception of those who, with the consent of their parents, live independently of them.
- Legally incapacitated adult children subject to extended or rehabilitated parental authority.
2. In cases of legal separation, or when there is no marriage bond, that formed by the father or mother and all children, who live with one or the other and who meet the requirements a. and b. from the previous section.
3. For the purposes of determining the family unit, it will be carried out taking into account the situation existing on December 31 of each year.
