Advance payment of unemployment benefit or subsidy granted by the SPEE

Agreement established between the Ministry of Labor and Social Economy (MTES), the State Public Employment Service (SPEE) and the entities associated with the National Union of Credit Cooperatives (UNACC) that adhere to the Agreement, agree to implement advance payments in favor of people who have been recognized by the SPEE, so that they can enjoy the amount of said benefit prior to the date of effective payment by the SPEE.

The purpose of the Agreement is to improve the liquidity of the beneficiaries of unemployment benefits or subsidies managed by the SPEE, when due to the volume of applications submitted due to COVID-19 and the existing deadlines for payment of the benefit payroll. make it important to facilitate and anticipate the liquidity of benefits for affected people.
Therefore, this collaboration is intended to facilitate the implementation of possible advances according to the criteria and requirements established therein, without in any case generating a right against the SPEE to claim said advances, without prejudice to the obligation of the SPEE to pay the amounts corresponding to the member entity through the financial circuit of the TGSS corresponding to the ordinary payment of the unemployment payroll in the terms described in the fourth section of the statement of the Agreement.
Furthermore, the Agreement does not imply the provision of consent or knowledge of possible future assignments of collection rights.
Beneficiaries.
  • People who have a recognized unemployment benefit or subsidy.
Validity period.
  • The period of validity will begin from the recognition of the benefit, which will be from May 1 (inclusive) with economic effects between March 14, 2020 and the end date of the Agreement, provided that the management of the benefit or subsidy is the responsibility of the SPEE.
Single request for the advance payment. 
  • The beneficiary will only be able to access the advance agreed in the Agreement once, coinciding with the payment of the first monthly payment of unemployment benefit or subsidy to which he or she is entitled after requesting the advance.
Condition to the beneficiary  
  • The beneficiary of the advance will not be able to modify the bank account for payment of the benefit by the SPEE, until the advance payment received is compensated.
Refund of advance payment. 
  • It will proceed as soon as the participating entity has the SPEE funds sent or enabled by the TGSS.
Advance payment condition. 
  • Without interest applicable to the operation, that is, it will be 0%
  • There will be no type of commission for carrying out this operation
  • Without enforceable guarantees from the entity.
Who can make the advance payment request?
  • The advance payment will be offered directly by the participating entity once the information on the recognition of the respective benefit or subsidy by the SPEE has been received.
THE ADVANCES GRANTED WILL NOT REPRESENT THE SUBROGATION OF THE CORRESPONDING ADHERED ENTITY IN THE POSITION OF THE PERSON BENEFICIARY OF THE UNEMPLOYMENT BENEFITS OR SUBSIDIES.
